Richmond County Booking Reports and NYC DOC

The NYC Department of Correction runs the jail system for all five boroughs. People arrested on Staten Island by the NYPD are first held at the local precinct. After initial processing, they transfer to the DOC system. The DOC provides an Incarcerated Person Lookup that is available 24 hours a day online.

Search by first and last name, NYSID number, or book and case number. The results show current location, charges, case info, and scheduled release date. Richmond County uses the court code RI. The system only covers people in DOC custody. It does not show those in police custody, state prison, or federal detention. Anyone released more than 30 days ago will not appear.

The NYPD handles all arrests on Staten Island. For copies of arrest records and booking reports, submit a FOIL request. You can email FOIL@NYPD.ORG or use the NYC OpenRecords portal online. For arrest records, include the complete arrest number, name, date of birth, NYSID, date and precinct of arrest.

The agency acknowledges requests within five business days. Complex requests take longer. Written appeals go to the Records Access Appeals Officer within 30 days if denied. The OpenRecords system tracks your request status electronically, which is helpful for following up.

Note: People arrested on Staten Island within the past 72 hours may still be at the precinct and not yet in the DOC system.

Richmond County Court Records and Bookings

Richmond County is in the 13th Judicial District. The NYS Unified Court System manages court records. WebCrims shows pending criminal cases with future court dates. You can search by name or case number. The system updates four times daily and has data for Richmond County going back to 1986.

Closed cases are not in WebCrims. For those, the OCA Criminal History Record Search costs $95 per name and covers all 62 counties. Results show convictions and open cases. Sealed records and minor violations are excluded. Results come by email during business hours.

Richmond County Booking Reports and FOIL

The Freedom of Information Law applies to the NYPD and NYC DOC. You can request booking reports under FOIL without giving a reason. Article 6 of the Public Officers Law governs. Requests must be in writing. Be specific about what records you want. Give names, dates, and any case numbers you have.

The Committee on Open Government oversees FOIL compliance. If your request is denied, you can appeal within 30 days. Exemptions exist for records that would endanger someone, reveal investigative techniques, or involve sealed cases under CPL 160.50 or 160.59. Body-worn camera footage from the NYPD requires a separate request through the Legal Bureau. Copies of standard records cost $0.25 per page.

State Databases for Richmond County Arrests

The Division of Criminal Justice Services maintains fingerprint-based criminal history records for all of New York. These are not public records. You can request your own through the Record Review process. Third parties need specific legal authorization.

The DOCCS Incarcerated Lookup covers state prisons. People from Richmond County sentenced to more than one year end up in the state system. The database goes back to the 1970s. The Sex Offender Registry shows Level 2 and Level 3 offenders online. Level 1 data is available by phone only at 800-262-3257.

New York's Clean Slate Act effective November 16, 2024 will automatically seal eligible convictions over three years. Sex crimes and non-drug Class A felonies are excluded. The State Commission of Correction has oversight of all detention facilities including those operated by NYC DOC.
